    Congenital birth defects are expressed after birth.
    They are induced by radiation exposure during the time of major organogenesis.
    The specific malformation reflects the organ system developing at the time of in utero irradiation.
    Defects as a result of radiation exposure are indistinguishable from those that occur naturally.
    Congenital abnormalities are seen in approximately 15% of the world's population so there may be no way to tell if radiation exposure caused a certain defect.
    It is only at higher exposures that the effects are readily observable over the natural incidence.
