    Below occupational exposure levels to ionizing radiation, it is very difficult to tell radiation effect from normal incidences of certain diseases.

    Combined with the exposure every individual receives from normal background radiation, effects from low level exposures are almost impossible to see and require extremely large populations to perceive any effect.

    These effects have only been seen in animal populations at low levels of exposure.

    Human data are extrapolated from high levels of exposures accidently or intentionally given to certain groups (e.g., Atomic bomb survivors).

    Every living organism has mechanisms to repair themselves from these low level exposures.
